I think he must have meant KS rather than MS. The MS was the Soviet-designed T-18, but the KS was the Russian-built copy of the FT - the so-called 'Russkiy Reno'. As far as I know the KS had an octagonal turret with both 37mm and MG in adjacent faces of the turret, so I would guess that this is a French-built FT.
