This is a Crewe Tractor, which was basically a standard Model T Ford car chassis bolted to the top of a 4 wheel rail platform with integral turntable. The original transmission was used, with (I think) final chain drive to the rail axle. It worked pretty well, apparently. Weight would have been necessary, as well as the rigidity and material strength needed to haul the number of trucks (and people) shown.
