scaling up round shapes in modeling

Might be a simple question to ask, i am trying to get my head around scaling up parts that are curved and rounded of a model or drawing to a larger size or scaling the other way down. I can do lines and angles by multiplying the width and length or thickness of a part, so a 1/16 scale model that has a part, say 10mm long or wide etc then times by 16 to get the full scale of 1;1 ie 160mm, but how do you do curves circles and radius's. How do you do this with verniers or a ruler, I can scale small stuff on a photo copier but big items would seem to be a problem.
